View and download the results of an environmental analysis and comment on a proposed plan to construct a MAX line that serves the transportation needs of communities in North Clackamas County, Southeast Portland and South Waterfront.

The Federal Transit Administration has approved official release of the Supplemental Draft Environmental Impact Statement and Draft Section 4(f) Evaluation with Preliminary Findings of De Minimis Impacts to Public Parks for public review on Friday, May 9. The release triggers a 45-day comment period and a series of public meetings formally announced in the federal register Notice of Availibility.

Public comments

The public comment period has ended. Comments received from May 9, 2008 through noon, Monday, June 23. 2008 will be included in the public comment record and will receive a written response in the Final Environmental Impact Statement.

Open houses

Four project open houses were held in May, 2008. Materials from the open houses will be available online early June, 2008.

Proposed project

The six and one-half mile alignment between Milwaukie and Portland would provide additional transportation options for fast-growing communities with high traffic congestion in north Clackamas County and Southeast Portland. The line would connect an estimated 20,000 daily riders to the existing MAX system, creating access to central eastside, South Waterfront, downtown Portland, Hillsboro, Gresham and the Portland airport. Ten to 12 stations and a new transit bridge across the Willamette River would be part of the line.

The project is the second phase of the Locally Preferred Alternative of the South Corridor Project, adopted in April 2003 and amended to include an light rail extension along downtown Portland's transit mall in December of the same year .

The Portland-Milwaukie Light Project is a partnership among Metro, TriMet, City of Portland, City of Milwaukie, City of Oregon City, Clackamas County, Multnomah County, and the Oregon Department of Transportation.

Project timeline

• spring 2007: refinement work, steering committee decision on Supplemental Draft Environmental Impact Statement and definitions of alternatives report
• summer 2007: conceptual engineering, environmental and financial analysis and travel demand forecasts
• winter 2007 through spring 2008: draft Supplemental Draft Environmental Impact Statement, Federal Transit Administration review and approval
• summer 2008: 45-day public comment period and public meetings, locally preferred alternative decision
