2035 Regional Transportation Plan update

Learn about the region's plans for connecting and completing a multi-modal transportation system from now through 2035. Find out when and how community and business stakeholders help shape these plans.

Project status

In August, staff convened the RTP Finance Work Group to help develop transportation system funding strategies and options.

In addition, work continued on testing different transportation policy and investment scenarios using the Regional Travel Demand Model and Metroscope. These analyses are being coordinated with other land-use scenarios as part of the larger "Making the Greatest Place" planning effort. The results of these initial scenarios will be studied by Metro advisory committees in a series of workshops planned for October, November and December to help regional and local leaders frame the land use and transportation investment choices they will need to make in the next two years.

A new look at transportation

Metro is currently updating the Regional Transportation Plan (RTP) to shape future planning to protect the livability of our communities and sustain our region's well-being and economic prosperity. A goal of this update is to better advance regional policies, public priorities and local efforts to implement the 2040 Growth Concept to keep this region a great place to live and work for everyone.

This RTP update comprises two components:

  1. a federal component (including air-quality determination) approved by U.S. DOT on February 29, 2008
  2. a state component and final 2035 RTP for approval in late fall 2009

Federal component of the RTP

The federal component of the plan was approved by the Metro Council and the Joint Policy Advisory Committee on Transportation on Dec. 13, 2007, and with an approved air-quality analysis, by the U.S. DOT on February 29, 2008. The federal component was updated in response to changes in federal law and regulations contained in the Safe, Accountable, Flexible and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).

A final RTP will address regional, state and federal planning requirements; issues identified in the 2005 Cost of Congestion Study; and recommendations from two concurrent processes to plan for freight and goods movement in the region and efficient management of the existing regional transportation system.

Public input on the 2035 Regional Transportation Plan

Public input is essential to ensure that the RTP is balanced, affordable and implements priorities that are consistent with the values embodied in the 2040 Growth Concept. Key public participation events held during development of the federal component of the RTP included two regional forums, a series of stakeholder workshops, a scientific public opinion survey, a mobility workshop, and public open houses and hearings.

The stakeholder engagement and public participation plan for updating the state component and final RTP (summarized below) emphasizes collaboration with public and private sector leaders, community groups, businesses and residents of the region, and includes a strong educational component.
