The Auditor and staff are responsible for conducting performance audits and reviewing Metro operations with the purpose of improving efficiency and effectiveness.

Government Auditing Standards require that auditors collectively have the knowledge, skills and experience necessary to complete audit work. Following the example of the U.S. Government Accountability Office, the Metro Auditor hires staff from a variety of backgrounds, not necessarily auditing. Collective experience includes public policy and administration, public accounting, performance measurement, education, urban affairs and planning. Each auditor has an extensive knowledge of auditing methods and techniques, analytical skills, ability to effectively use information technology, and knowledge about government operations and change management.
Metro Auditor Suzanne Flynn was elected in May 2006 and took office in January 2007. She brings 18 years of local government experience to the office. Prior to her election as the Metro Auditor, Suzanne was the elected auditor for Multnomah County, Portland, Oregon for 8 years. She is a Certified Internal Auditor, has a Master's degree in Urban Planning, as well as 9 years experience in criminal justice operations, management and research. She is active in the Association for Local Government Auditors (ALGA) and the Intergovernmental Audit Forum, serves on the ALGA awards committee and was recently elected to serve a 3-year term on the National Intergovernmental Audit Forum (NIAF) Executive Committee.
Lisa Braun is the administrative assistant. She holds several years of experience in the executive assistant field. In addition to earning a business trade school certificate, she also completed coursework at the University of Oregon. Lisa joined the office in February 2007.
Kristin Lieber, Senior Management Auditor, MPA, BA Urban Affairs. Kristin has over 10 years experience in designing, implementing and evaluating public sector programs. She has worked as a research analyst and human rights advocate with Virginia state government and as a consultant to federal government agencies, including HUD, GSA, and the Architect of the Capitol. Kristin joined the office in January 2007.
Brian Evans, Senior Management Auditor, MS, BA International Affairs. Brian has over 10 years experience in program evaluation, research and writing. He recently held a Senior Economist position with the State of Oregon, and served previously as an academic advisor with the University of Wisconsin. He joined the office in May 2008.
Elizabeth Wager, Senior Management Auditor, MS Development Administration, BA Political Science. She is a Certified Government Auditing Professional. Elizabeth joined the office in September 2008 and was previously employed with the Oregon State Audits Division. In addition to her prior auditing experience, Elizabeth has program evaluation and grassroots experience from serving as a Community Development Volunteer with the US Peace Corps.
Mary Hull Caballero, Senior Management Auditor, MS Public Policy, BS Communications. She is a Certified Government Auditing Professional. Mary previously held the position of senior internal auditor with the Oregon Department of Transportation. She co-founded and directed a development and public policy research organization, as well as held positions in the journalism field. Mary joined the Audit staff in June 2009.
