The Regional Solid Waste Advisory Committee was formed to assist Metro in reviewing the development and implementation of solid waste management plans and policy and to ensure that the interests of all affected parties are considered.
Metro is responsible for solid waste management in the Portland metropolitan area. To carry out this responsibility, Metro is both a service provider and a regulator, operating several solid waste and hazardous waste facilities, contracting for solid waste transport and disposal, and licensing and franchising private solid waste facilities.
In November 2009, the Metro Council approved the form and function of a reconstituted Metro Solid Waste Advisory Committee. SWAC will begin meeting in early 2010, with a purpose to develop policy options for consideration by the Metro Council that, if implemented, would reduce the amount and toxicity of waste generated and disposed by the region, and enhance the effectiveness and sustainability of the region's solid waste system.
SWAC members are appointed by the Metro Council President and subject to confirmation by the Metro Council.
