The Joint Policy Advisory Committee on Transportation is a 17-member committee of elected officials and representatives of agencies involved in transportation that make recommendations to the Metro Council on transportation needs in this region.
Regional Transportation Plan
Metro is the federally mandated metropolitan planning organization for the Oregon portion of the Portland metropolitan area. Designated by the governor, the agency is charged with developing an overall transportation plan and to allocate federal funds through the Transportation Priorities program. Metro is responsible for approving the expenditure of all federal transportation funds in the region. This established decision-making process assures a well-balanced regional transportation system and directly involves local elected officials in regional transportation policy decisions.
The Joint Policy Advisory Committee on Transportation (JPACT) is comprised of 17 local elected and state agency officials, and public agency officials that operate major modes of transportation in the Portland metropolitan region. JPACT is charged with coordinating the development of plans defining required regional transportation improvements, developing a consensus of governments on the prioritization of required improvements, and promoting and facilitating the implementation of indentified priorities.
JPACT, with input from its technical advisory committee, Transportation Policy Alternatives Committee, recommend priorities and develop the transportation plan for the region. This plan is forward to the Metro Council, which must adopt JPACT's recommendation before implementing.

Meetings
JPACT usually meets on the second Thursday of each month from 7:30 to 9 a.m. in the Metro Council Chambers. See Metro's online calendar for the next meeting.
