Metro is proposing a supplemental, multiyear allocation of regional flexible funds for the years 2015 to 2027, funding the Portland-Milwaukie Light Rail Project and project development for the Portland to Lake Oswego Transit Project and the Southwest Corridor.

This proposed legislation is available for public review and comment for 30 days from Sept 6 to Oct 5. The Metro Council will hold a hearing during its regularly scheduled meeting on Thursday Oct. 7 in the Metro Council chamber to consider public comments received during the comment period and act on the legislation.

Metro manages the regional flexible fund program whereby the Metro Council and the Joint Policy Advisory Committee on Transportation select transportation programs and projects for federal flexible funds. Flexible funds, though they comprise only about 4 percent of the transportation investment in our region, attract considerable interest because they may be spent on a greater variety of transportation projects than can most federal transportation funds.
Regional flexible funds come from two different federal grant programs: the Surface Transportation Program and the Congestion Mitigation/Air Quality Program. The regional flexible fund allocation process identifies which projects in the Regional Transportation Plan will receive funding. Project and program applications may be nominated by jurisdictions, transportation or transit agencies within the metropolitan region for any transportation category except local street construction and projects must be listed in the Regional Transportation Plan or subsequently added if not already listed.
JPACT is in the process of determining the policy direction for how to spend regional flexible funds on projects and programs in the region for federal fiscal years 2014-15. Once the policies are established for the funding program, the project nomination process can begin and by Spring of 2011 a final list of projects will be selected.
Projects and programs have been approved to receive 2010-2013 regional flexible funds. The process began with a policy update to the 2010-13 Metropolitan Transportation Improvement Program (MTIP) that directed staff to develop a two-step process for the allocation of regional flexible funds. The first step involved a recommendation of funding for certain regional programs, followed by the solicitation of applications for local projects. Public comment on the regional programs and local projects was sought from Oct. 13 - Dec. 1, 2008, to help develop a funding recommendation consistent with anticipated funding levels. On March 19, 2009 Metro Council approved the JPACT recommendation on a list of projects. The projects selected are programmed into the MTIP.More about MTIP
